Position Summary:
The Residential Cluster Director is responsible for the oversight and operation of three 24-hour residential homes for adults with intellectual disabilities funded by the Department of Developmental Services (DDS). The Residential Cluster Director will be directly responsible for overseeing one Senior Residence Manager, and one Residence Manager who will directly manage the programs in the Newton cluster.
The Cluster Director will ensure that JF&CS's residential programs promote the health and safety of participants, adhere to person-centered practices, and meet or exceed all applicable agency and regulatory standards. The Residential Cluster Director must be a leader who can manage and inspire staff and clients while overseeing diverse programs and providing a nurturing environment for all. Strong coaching skills and the willingness to provide direct services as needed are also required in this position.

- Hybrid schedule including group home locations in Newton, Waltham office, and some work from home

Essential Job Functions:
Supervision, Training and Evaluation of Staff
- Supervise and train Senior Residence Manager, and Residence Manager.
- Conduct formal supervision meetings with direct reports at least once a month.
- Assist the Director of DDS in hiring and onboarding Senior Residence Managers, Residence Managers, Program Coordinators, and Residential Specialists at the three sites.
- Assist Director to review and train all new program staff on policies and procedures, programming, participant support needs, teaching techniques, and clinical interventions.
- Establish performance standards for SRM, RM, PC, RS, and Temp Agency staff.
- Complete performance evaluations within established time frames.
- Oversee corrective action processes pertaining to direct care and management staff.
- Co-lead monthly staff meetings with SRM and RM.
- Provide weekly on-site support and address/problem solve issues that come up on a day-to-day basis alongside SRM and RM, forwarding info to the Director when appropriate.
Program Operations
- Ensure that all licensing and JF&CS requirements are met pertaining to shift documentation, service plans, incident reports, and participant healthcare records.
- Assist SRM, and RM to develop and maintain appropriate staff schedules to ensure adherence to contracts and quality standards.
- Train managers and ensure their compliance with DDS and JF&CS program standards.
- Oversee the maintenance, safety, and cleanliness of the sites.
- Ensure that all MAP and financial procedures are followed.
- Participate in the Back-up on-call manager rotation.
- Assist Director to create and ensure implementation of program policies and procedures.
- Assist Director to evaluate and implement strategies for quality improvement of the program's safety and the services provided through observation, communication with families and program staff, and review of data.
- Complete paperwork to meet DDS regulations regarding service planning, as well as medical and financial management documentation.
- Develop and complete all Newton cluster participant ISP's and submit them to HCSIS.
- Ensure SRM/RM's are implementing ISP and goals daily.
Participant Services
- Ensure that Individual Service Plan (ISP), medical management, and financial management requirements are met and documented.
- Attend and professionally represent JF&CS at ISP and other participant/team meetings, as assigned.
- Ensure that participants have ongoing social, recreational, and enrichment opportunities.
- Support SRM's, RM's, and PC's in communicating with families and DDS.
- Establish a culture of customer service.
- Ensure that families receive regular, appropriate, and respectful communication from managers and staff.
- Evaluate milieu and work with the Director to develop systems and implement staff training to meet resident's support needs and regulations.
Educational/Experience Requirements:
- Bachelor's degree in related field.
- At least 3-5 years working with individuals with intellectual/developmental disabilities or other vulnerable populations, preferably in a residential setting.
- At least 2 years of supervisory experience.
- Familiarity with DDS regulations preferred.
- Ability to make safe, consistent, and effective clinical decisions in crisis and non-crisis situations.
- Ability to work independently and as part of a team.
- Excellent interpersonal skills, including oral and written communication and conflict resolution skills.
- Ability to plan, organize, and evaluate residents' goals/activities, operations, and staffing patterns.
- Ability to motivate and inspire a team to perform at their optimum by creating an environment that promotes skill development, confidence, positive communication, and demonstrates flexibility.
- Ability to pass First Aid/CPR/MAP training within 90 days.
- CPR, FA, and MAP certifications preferred. (Must acquire by 90 days after hire.)
- Ability to lift 50lbs. May include assisting participants in and out of wheelchairs and vehicles.
- Valid driver's license
- Knowledge of Microsoft Office suite (Excel, Word, Outlook, PowerPoint)
